Navigate the New Era of
Aged Care Registration 2026
Under the Aged Care Act 2024
Navigating the New Era of Aged Care Regulation
As of 1 July 2025, the Australian aged care sector operates under a transformative new regulatory framework established by the Aged Care Act 2024. This landmark legislation replaces the previous Act from 1997 and introduces significant changes for all providers delivering government-funded aged care services.
At Rapid Policies Australia, we provide expert, end-to-end support to help you navigate this new landscape with confidence. Key changes include the Strengthened Aged Care Quality Standards (7 new standards effective 1 November 2025), a new Statement of Rights for older Australians, and a risk-based model of 6 registration categories that replace the old “approved provider” system.
The Support at Home program has also replaced the former Home Care Packages and Short-Term Restorative Care programmes, creating a seamless continuum of care for older Australians living at home. Understanding these changes is not just about compliance — it is about positioning your organisation for success in a transformed sector.
The 6 New Registration Categories
Under the new Aged Care Act 2024, the old system of “approved providers” has been replaced with 6 distinct registration categories. All organisations delivering government-funded aged care must be registered in one or more of these categories.
| Category | Description | Audit Required? |
|---|---|---|
| 1 | Home & Community Services: Domestic assistance, home maintenance, meals, and transport. | No |
| 2 | Assistive Technology & Home Modifications: Supply and installation of essential aids and equipment. | No |
| 3 | Advisory & Support Services: Information and advocacy services for older people. | No |
| 4 | Personal & Care Support (Home/Community): In-home personal care and clinical support. | Yes |
| 5 | Nursing & Transition Care: Higher-level clinical care, including post-hospital support. | Yes |
| 6 | Residential Care: 24/7 care and accommodation in a residential facility. | Yes |
Providers in categories 4, 5, and 6 are subject to audits against the Strengthened Aged Care Quality Standards to ensure they can deliver safe, high-quality clinical and personal care. Your registration category determines your obligations as a provider.
The Registration Process: Step by Step
The Aged Care Quality and Safety Commission (ACQSC) manages the registration process. Our team provides expert assistance at every stage.
Step 1: Pre-Application Strategy
We help you determine the most appropriate registration categories for your business model and guide you in compiling all required evidence, including governance structures, financial records, responsible persons details, and your Australian Business Number (ABN).
Step 2: Application Submission
We assist in accurately completing the official application for registration form (Parts A–F), category-specific requirement forms, and care delivery location forms. We ensure all entity, category, and responsible person details are correct and complete.
Step 3: Fee Payment
Fees are payable once invoiced by the Commission. We clarify the fee structure and ensure timely payment. Fee waivers may be available for eligible organisations.
Step 4: Commission Assessment
The Commission assesses your organisation’s suitability, capability, and capacity to provide quality aged care. They review your governance, financial management systems, and the suitability of your responsible persons. This typically takes 3 to 6 months.
Step 5: Audit (Categories 4, 5, 6)
For higher-risk categories, the Commission conducts a registration audit against the Strengthened Aged Care Quality Standards. We prepare you thoroughly for this critical step with tailored policies, procedures, and mock audit support.
Step 6: Registration & Ongoing Compliance
Upon successful assessment, you become a registered provider listed on the official Provider Register. Your registration period and supervision status are determined. We provide ongoing support to ensure you continue to meet all obligations.
